Jiggy fishes upside down, which prevents it from getting stuck in the bottom structure. The buoyancy of the hair and its resistance to sinking, not the weight of the cone head, turns the fly and causes it to ride the hook tip upwards. The hair acts as a rudder and the hook as a keel.
During retrieve, the cone causes the fly to dive like a Clouser Deep Minnow, but because the placement of the weight is more in front, the movement is slightly different.
